News Shorts l Ardhanarishwar Mandir: After 21 years, Murti Sthaapna Ceremony held at J&K's Ardhnarishwar temple

For the first time in over two decades, the historic ArdhNarishwar Temple in Nadimarg village, located at the border of Kulgam and Shopian districts, reopened on Saturday, marking a significant spiritual and cultural event for the Kashmiri Pandit community.

It may be recalled that after the grossly inhumane tragedy of the Nadimarg massacre of 2003, where terrorists brutally killed 24 Kashmiri Pandits, and subsequent exodus of Kashmiri Hindu families, the temple, had remained shut.

After two decades the temple, hosted the Murti-Sthaapana ceremony and special prayers (Puja). After 21 years, devotees from across Jammu and Kashmir, including families who were forced to leave Nadimarg because of terrorists, gathered in large numbers for the ceremony, which began with a havan on Friday and culminated on Sunday with the installation of the deity's idol.

A devotee, highlighted the temple’s historical significance, noting that it once housed a much-revered and worshipped Shivling. Another Kashmiri Pandit who traveled from Jammu to attend the ceremony, expressed his joy at returning to his ancestral village after such a long gap. He said that he used to live in Nadimarg, where around 100 Hindu families once lived. After the massacre by terrorists in 2003, the village saw the exodus of Hindu families, recalling the trauma of being forced to leave the ancestral village.

Despite the absence of families in the village, Kashmiri Hindus emphasized that the community’s connection to the temple had remained strong over the years. They thanked the central government's initiative to return normalcy in J&K.

Northeast: The Heart and Soul of Bharat, says Vice-President

The Vice-President of India, Jagdeep Dhankhar, today declared that the Northeast is the heart and soul of Bharat, urging the media to champion the region's potential in tourism and development. He emphasized that the Northeast is not just a geographic region but a vibrant tapestry of cultures, traditions, and natural beauty that embodies the essence of India.

"Put together New Zealand, Switzerland, and Scotland, and you will still fall short of the wealth of the Northeast. Each state in the region is a paradise for visitors, tourists, and locals alike," he remarked. The Vice-President emphasized the significant strides made in improving connectivity, calling it a game-changer for the region. "The number of airports has doubled, and waterways have expanded twentyfold, sparking immense interest and investment nationwide," he added.

Dhankhar also highlighted the recent recognition of Assamese, alongside Bengali, Marathi, Pali, and Prakrit, as one of the five out of eleven classical languages of India. "This designation carries a positive ripple effect, showcasing the rich cultural heritage and diversity of our nation," he stated.

The Vice-President also mentioned the region's rich spiritual and natural heritage, mentioning the revered Kamakhya temple and the world-famous Kaziranga National Park. "Where do you get blessings? Kamakhya. Where do you see a sanctuary of the kind? Kaziranga," he said, underscoring the divine and ecological significance of the Northeast.

Dhankhar expressed his admiration for the vibrant culture, exquisite cuisine, and the energy of the people of the Northeast. "I cannot describe in words the kind of cultural fiesta I experienced there, the Northeast is the heart and soul of Bharat" he remarked, reflecting on his participation in the ASEAN summit in Phnom Penh, where the significance of the "Act East" policy was made clear.

The Vice-President Emphasized that the Act East Policy will not be confined to the frontiers of the nation, but goes beyond India, fostering deeper connections with the Southeast Asian countries. He pointed out the growing connectivity that will soon enable travel from the Northeast to Cambodia, where the iconic Angkor Wat temple is being restored through the efforts of the Government of India. "This policy will be a game changer, fostering deeper cultural and economic ties with the region," he said.

Dhankhar also drew parallels with Kashmir, remarking, "Kashmir, too, is a breathtaking destination that must be embraced and celebrated." He recalled, "In the 1990s, during my tenure in the Union Ministry, I visited Srinagar, and there were hardly 20 people on the road. Last year, according to Rajya Sabha records, more than 2 crore visited Jammu and Kashmir as tourists. This is a testament to the transformative journey of our nation." He highlighted the potential of tourism to transform the Northeast's economy, stating, "Tourism can change the entire landscape of the Northeast, driving exponential employment growth and positioning the region as a global tourist hub."

Emphasizing the Media's role in nation-building, Dhankhar urged the media to serve as ambassadors for the Northeast, promoting its tourism potential and developmental strides." The media plays a pivotal role in informing the public and igniting minds. Your stories can serve as powerful tools for development, shining a light on the unique opportunities present in our diverse regions”, he remarked. Let us develop in this country a habit of hand-holding and counseling. We cannot damage our mother and our institutions; we have to nurture them. Democracy gets nurtured when each of its institutions, including the media, performs optimally."

The Vice-President also stressed the need for responsible media in a time of rapid technological disruption. He underscored the importance of maintaining the integrity of public discourse, saying, "The editorial space must inform and sensitize the public, ensuring the media continues as the watchdog of democracy."

He further recalled the courageous stance of newspapers during the Emergency, when some protested censorship by leaving their editorial space blank. "The media must always stand as a pillar of democracy," he remarked, emphasizing that the freedom of the press is intertwined with its responsibility.

Expressing concern over the dangers posed by misinformation, sensationalism, and anti-national narratives, Dhankhar called upon the media to use technology to counter these threats. "False narratives and sensationalism may be juicy, but they damage the nation’s fabric. The media must neutralize these forces and safeguard our democratic values," he urged.

Reflecting on the broader national growth, the Vice-President recalled the economic challenges India faced in the 1990s. "I remember my days in the 1990s as a Member of Parliament and a Union Minister. At that time, our gold was shipped to Switzerland to sustain our economic credibility, and our foreign exchange reserves stood at around 1 billion US dollars," he recounted. He then congratulated Prime Minister Modi and the current government for their efforts, stating, "Today, we have crossed 700 billion US dollars in foreign exchange reserves, a remarkable achievement that showcases the resilience and growth of our nation."

Concluding his address, the Vice-President reaffirmed his faith in the media as a crucial partner in shaping a Bharat of hope and possibility, one where every individual is equal before the law and accountable to it. "I urge the media to focus on the unprecedented growth trajectory of Bharat and to foster an informed and balanced discourse that strengthens our democracy," he said.

Sarbananda Sonowal, Union Cabinet Minister, Ministry of Ports, Shipping and Waterways, Jayanta Baruah, Sadin-Pratidin Group Chairman and Editor of Asomiya Pratidinand other dignitaries were also present on the occasion.

Haryana votes for a new Assembly in a single phase

The single phase polling for 90 Assembly Constituencies in Haryana concluded largely peacefully today in more than 20,000 polling stations set up in the state, except for stray incidents of minor scuffles. Voting began at 7.00 am and voters from all sections of society were seen queuing up at Polling Stations. With a significant population of elderly voters, many above the age of 100 years were seen participating in the electoral festivities with enthusiasm. A total of 1031 candidates are in the electoral fray which includes 101 female candidates. As of 7 PM, a voter turnout of 61.19% was recorded at the polling stations. In the 2024 Lok Sabha Elections, voter turnout of 64.8% was recorded in Haryana at polling stations.

CEC Rajiv Kumar along with ECs Gyanesh Kumar and Dr Sukhbir Singh Sandhu kept a close watch on the poll process from Nirvachan Sadan. As directed by the Commission, webcasting was in place in all the Polling Stations for strict and constant vigil over the poll proceedings. 97 Central Observers were deployed by the Commission for on the field monitoring and constant feedback.

ECs persistent efforts for an inducement free elections, have led to seizures worth Rs. 75.72 crores in Haryana, since the announcement of elections, the corresponding figure in 2019 was Rs. 19.03 crores, representing a 4 fold increase in seizures.  Seizures have been made across all districts & cohorts which includes Rs. 31.5 crore cash, Rs. 16.6 crore worth of liquor and 11.13 crore drugs. Ambala (Rs 11.82 crores), Faridabad (Rs 10.07 crores) and Gurugram (Rs 9.94 crores) remained the top 3 districts in terms of seizures. 12 ACs were identified as expenditure sensitive for strict vigil. 391 Static Surveillance Teams (SST) and 453 Flying Squads Teams (FST) were deployed for surveillance. Vigilance was also maintained with 133 checkpoints (Nakkas) on the state borders and 140 checkpoints within the state.

In a first, home voting facility was introduced in the Haryana Assembly Elections for voters above the age of 85 and PwD voters. The entire process has been videographed to ensure transparency, while preserving complete secrecy of the ballot. 2468 PwD voters and 8907 voters aged above 85 years availed the home voting facility.

For the candidates, the Suvidha app has revolutionised campaigning by digitising the process of seeking permissions for various campaigning requirements such as booking of grounds and meeting halls, permissions for rallies, use of loudspeakers etc. With emphasis on removing discretion, more than 8300 permissions were given through SUVIDHA portal on first in first out principle.

To make the elections more participative and involve citizens in cleaning up the electoral process, cVIGIL App leverages technology to empower voters by anonymously and safely bringing forth electoral malpractices to the notice of authorities. Since the announcement of elections in Haryana, over 29,000 complaints were received with a complaint resolution rate of 99%. Highest number of complaints were received in Faridabad, followed by Sirsa and Rohtak.

As part of ECI’s commitment to make the voting experience a pleasant and memorable, Assured Minimum Facilities (AMF’s) like drinking water, electricity, toilet, ramp, furniture, adequate shelter, helpdesk amongst others were provided at all Polling Stations. Wheelchairs and volunteer assistance were provided to those in need. As an encouragement to young voters, 114 polling stations were managed by the youth. As part of promoting gender inclusivity and accessibility, 115 Polling Stations were managed completely by women while 87 were managed by PwDs. 

A slew of Systematic Voters’ Education and Electoral Participation (SVEEP) activities promoted the democratic festivities ahead of polling day. Local themes and elements were used in various activities such as street plays, local influencers and icons, and indigenous sport activities, along with plantation drives, painting and debate competitions to channel the enthusiasm witnessed amongst the youth towards voting into greater participation on polling day.

The provisional voter turnout figures of 61.19% as of 7 PM will continue to be updated.
Counting of votes for J&K and Haryana Assembly Elections is scheduled on October 8, 2024.

Union Minister of State for Coal and Mines Inaugurates HCL's Surda Mine Operations

Union Minister of State for Coal and Mines, Satish Chandra Dubey inaugurated the resumption of Surda Mine operations today. Minister of Water Resources Department, Higher Education and Technical Education, Government of Jharkhand, Ramdas Soren, Member of Parliament from Jamshedpur, Bidyut Varan Mahato, CMD, HCL Ghanshyam Sharma, Joint Secretary, Ministry of Mines, Vivek Kumar Bajpai and senior officials from Central and State Government were present on the occasion.

Satish Chandra Dubey in his address said that resumption of Surda Mine operation is a significant step towards making the nation self reliant in copper. Surda Mine operation will generate employment, revive the local economy and generate about Rs 100 Cr revenue per annum. HCL has plans to enhance the mining capacity of Surda mine from the current level of 0.4 mtpa to 0.9 mtpa in the next seven years. Jharkhand Cabinet has approved lease extension for the Kendadih and Rakha mines recently. Reopening of Kendadih and Rakha mines is on the cards this year which will lead to 2000 direct employment and 10,000 indirect employment among the local populace and triple the production of Indian Copper Complex.

Ghanshyam Sharma, CMD, Hindustan Copper Ltd, said that resumption of Surda mine operation will provide direct employment to around 1100 and indirect employment to about 5000 among the local populace. This will also increase CSR and welfare activities in and around the neighbouring villages. A Capital investment of Rs 50 Crore will be made by HCL for mining operation during the Fiscal Year 2024-25.

Press Release - Chennai Metro Rail Project Phase 2: Central Government to finance almost 65 per cent of the estimated cost


The Union Cabinet approved the Chennai Metro Rail Project Phase 2 as the ‘Central sector’ project recently at a total estimated cost of Rs. 63,246 crore.

So far, the project was being implemented as a ‘State sector’ project with responsibility of the project financing being primarily on the Government of Tamil Nadu to the extent of almost 90 per cent of the estimated project cost. The role of the Central Government was to finance 10 per cent of the project cost, excluding land cost and few other items as per the Metro Rail Policy 2017. However, the Central Government had also assisted the State Government in mobilisation of Rs. 32,548 crore as loans from bilateral and multilateral agencies to the State Government directly, out of which around Rs. 6,100 crore has been utilised so far.   

With the recent approval, the Central Government now will be financing almost 65 per cent of the estimated cost of Chennai Metro Phase 2.  This financing will include the entire required loan of Rs. 33,593 crore besides the equity and subordinate debt of Rs. 7,425 crore.

The balance 35 per cent of the estimated cost will be financed by the State Government.

The loans taken from multilateral and bilateral development agencies will be treated as the loans to the Central Government and will be provided directly to Chennai Metro Rail Limited (CMRL) from the Central Government's budget.

Before approval of the project by the Centre, the responsibility of providing or arranging the loan financing for the project was on the State Government.

The Union Cabinet’s approval has freed up budgetary resources of the State Government to finance other development activities to an extent of Rs. 33,593 crore.

In pursuance of the Union Cabinet’s approval, the Ministry of Finance will be approaching the bilateral and multilateral agencies, namely Japan International Cooperation Agency, Asian Development Bank, Asian Infrastructure Investment Bank and New Development Bank for renegotiating the loan and project agreements and related documents for:
treating the loans as the loans to the Central Government and not to the State Government 
changing the loan flow route from the respective agency to the Central Government and from the Central Government’s budget to CMRL directly as the pass-through assistance, in place of the existing route of the flow being from the respective agency to the State Government and from the State Government’s budget to CMRL,  
designating Ministry of Housing & Urban Affairs acting through CMRL being the project executing agency in place of the State Government through CMRL being the project executing agency.
The process for these changes to the loan and project agreements and the related documents has been initiated, and will be completed expeditiously in coordination with the State Government.

The responsibility of repayment of the loan will be on the company.  The repayment would normally start after a moratorium of at least five years, i.e., more or less after completion of the project. In the event of CMRL not being in a position to repay the loan, it would be the obligation of the State Government to provide financial support to the company to enable the repayment in those years.

The launch was pending and millions of daily commuters were waiting for this section to start.

Harsh Kumar, resident of Malad (W), speaking to www.bol-news.com said that the opening of the section will not only cut the traffic time considerably, but also, make the travel much more convenient.

Pooravi, another daily commuter from Andheri hoped that this will also ease the congestion on road as more and more daily commuters like her will now opt for the metro.
