Crop Residue Burning - Minister Level Inter-Ministerial Meeting on the issue

An Inter-Ministerial Meeting to address the issues of Management of Crop Residue Burning was convened on October 26, 2024 under the Co-chairmanship of Union Minister of Agriculture & Farmers Welfare, Shivraj Singh Chouhan and Union Minister of Environment, Forest and Climate Change, Bhupender Yadav.
The meeting was attended by the Ministers of Agriculture of the State of Punjab, Haryana & Uttar Pradesh, Minister for Environment Forest & Wildlife Government of NCT of Delhi and senior officers of State Governments of Punjab, Haryana, Uttar Pradesh, Delhi and Senior Officers of the Department of Agriculture & Farmers Welfare (DA&FW), Indian Council of Agricultural Research (ICAR), Ministry of Environment Forest and Climate Change, Central Pollution Control Board, Commission for Air Quality Management in Delhi and NCR.
The Ministers of the State Governments of Punjab, Haryana, Uttar Pradesh and NCT of Delhi informed the actions being taken by them to prevent paddy stubble burning and the various initiatives being implemented to support the farmers to manage the paddy stubbles without burning.
The Minister of Government of Haryana informed the incentives being provided by the State to the farmers which include an incentive @ Rs. 1000/- per acre for management of crop residue by making bales, additional top up of Rs. 500/MT in addition to above in the clusters identified by Indian Oil Corporation Limited for 2G Ethanol plant at Panipat, declaring common determined Rate of Paddy Straw @ Rs 2500/ MT, transportation charges @ Rs. 500 per acre limited to maximum of Rs. 15000 to Gaushalas for consumption of paddy straw bales, one time grant of Rs. 7000 per acre under Mera Pani Meri Virasat (MPMV) initiative for diversification of paddy to other crops, incentive of Rs. 4000 per acre for Direct Seeding of Rice (DSR).
The burning incidents are reported 35% less in Punjab, 21% less in Haryana this year as compared to last year 2023 of the same time period. Further, the States have been advised to strategically plan and handle the situation by way of deploying all necessary resources by identifying the hotspot districts where the burning incidents may likely to occur in future.
The Government of India under Centrally Sponsored Scheme on Crop Residue Management is already extending financial support to the States of Punjab, Haryana, Uttar Pradesh and NCT of Delhi to address air pollution in Delhi & National Capital Region due to stubble burning. During the current year, so far, the funds amounting to Rs. 275.00 Crores have already been released to the States out of total allocation of Rs. 600.00 Crores. The scheme promotes the use of in-situ and ex-situ crop residue management machines through financial assistance to farmers, Cooperative societies, Farmers Producer Organizations and Panchayats.
The scheme also focuses on creating mass awareness on stubble management through different States agencies and 3 ATARIs & 60 Krishi Vigyan Kendra (KVKs) under Indian Council of Agricultural Research (ICAR). Looking into the advantages of bio-decomposer, provisions have been made under the scheme and the States have been advised to carry out large scale demonstrations of this technology on farmers’ fields. With a view to enable efficient ex-situ management of paddy straw, provisions have been made to establish techno-commercial projects for paddy straw supply chain with a flexibility in financial contribution of beneficiary/ aggregator and Industries utilizing the paddy straw. The Government provides financial assistance @ 65% on the capital cost of machinery costing up to Rs. 1.50 crores and this intervention aims at establishing a robust supply chain of paddy straw for various end user industries in biomass power generation and biofuel sectors.
For effective control of paddy stubble burning during the ensuing season, the States have already developed a comprehensive action plan at micro level and it is high time to ensure effective implementation of these plans. It is also necessary that a suitable mechanism is in place at the State level to ensure effective utilization of more than 3.00 lakh machines already supplied so far. Extensive use of bio-decomposer in a complimentary mode with the CRM machines is also necessary to effectively ensure in-situ decomposition of straw. IEC activities for mass awareness of farmers through intensive campaigns in the electronic/print media, social media as well as through Kisan Melas, publications, seminars, advisories with the involvement of all stakeholders in this sector should be taken up.
The farmers having small land holdings may be encouraged to take the advantage of Custom Hiring Centres and the States should ensure that these farmers get the machines on rental basis at rates lower than the market rates. The more area may be brought under Crop Diversification Programmes and alternative crop choices may be adopted in place of paddy crop.
The burning of any waste like paddy straw, sugarcane trash, industrial waste etc. is increasing the levels of pollution in the Country and more specifically the problem is acute in Delhi leading to human health deterioration. Therefore, collaborative efforts in mission mode may be adopted at State Level to utilize the paddy straw in the farms itself (पराली को खेत में ही खपाओ). If all the actions within the above framework as already requested are taken at the State level in a holistic manner, the stubble burning can be effectively controlled.
Union Minister of Agriculture & Farmers Welfare and Union Minister of Environment, Forest and Climate Change appreciated the efforts of the State Government in bringing down the cases of paddy stubble burning and advised to work towards mission zero burning.
Ganga Utsav 2024 to be held on November 4 at Chandi Ghat, Haridwar

The celebration of Ganga Utsav 2024 is being organised by the National Mission for Clean Ganga (NMCG) on November 4 at Chandi Ghat in Haridwar. NMCG commemorates this event every year to mark the anniversary of declaring the Ganga River as the 'National River.'
The primary aim of this festival is to promote the conservation of the Ganga River, highlight its cultural and spiritual significance, and raise public awareness about cleanliness. This would be the eighth edition of the event and first one being celebrated on the bank of river. The event will also be celebrated across the Ganga basin states in 139 Districts by District Ganga Committees. Also, each state will have one main event in the state.
The central event of Ganga Utsav is being celebrated with grandeur, led by Union Minister for Jal Shakti, C.R. Patil. The inauguration ceremony is likely to witness the presence of several distinguished personalities, including the Chief Minister of Uttarakhand, Pushkar Singh Dhami, Minister of State for Jal Shakti, Raj Bhushan Chaudhary, and Secretary of the Ministry of Jal Shakti, Debashree Mukherjee.
The event will also consist of the flag-off ceremony for the upcoming Ganga Women Rafting Expedition in collaboration with BSF. The 50-day long expedition will conclude at Ganga Sagar traversing through 9 major cities & towns across the Ganga river. This historic expedition will coincide with various activities organized across several districts in the five key states of the Ganga basin.
This year’s event would be showcased as a model event for celebration of river and is likely to be attended by several river cities under the aegis of River City Alliance. The alliance has been established comprising of 145 river cities across the country. The main objective of the alliance is to achieve healthy urban rivers by adopting integrated approach of river sensitive urban planning which envisages pollution free and continuously flowing river celebrated by all leading to water secure cities for inclusive and sustainable urban development. This festival will serve as a significant platform to highlight the cultural and spiritual importance of rivers in our society.
During the festival, a session titled "Ganga Samvad" will be organized, featuring discussions among prominent figures, religious and spiritual leaders, and key personalities on various topics. The aim of this samvad is to inspire youth to connect with river conservation and spread awareness. A technical session will also be held where experts will discuss significant issues related to river rejuvenation.
The festival will also include a program called Ghat Par Haat, along with various stalls set up by local departments to showcase the aspects of the Namami Gange initiative. A range of activities will be organized for children to engage them in river conservation, including quizzes, film screenings, magic shows, puppet shows, and drawing and painting competitions. There will also be Nukkad Nataks aimed at raising awareness about river conservation among the youth. A dedicated session will also focus on the cultural journey of rivers and the stories associated with them. The event will include an exhibition on Namami Gange, showcasing various facets of this initiative. Furthermore, a small food festival will also be part of the Ganga Mahotsav celebrations.
'Ganga Utsav 2024' would promote peoples connect with the river and further the cause of conservation of the Ganga River. Additionally, The Ganga River has been a vital center of India's civilization, and through this festival, efforts will be made to deepen the understanding of its heritage and significance. Another key objective of the festival is to raise public awareness about cleanliness, to encourage collective efforts to prevent river pollution and rejuvenate them. The event will assist in restoring the river Ganga to its pristine State and retain the dynamic historic and sacred character of the river.

6-Pack Abs. Have you?

The poster of I Want To Talk, new film from Hindi Film Industry, set the tongues wagging. In this age when you have CGI of stars and superstars flexing 6-pack abs and their not so chiseled bodies perfected with photoshop on the posters; comes a poster showing the paunch of a hero!
Ranbir Kapoor, very bravely, set the precursor with a fleeting look of his belly in Animal in 2023; but t was more than balanced by his - yes 6-pack body - in a major portion of the film.
In IWTT, the actor playing the lead is known to never possess such a physique, even during his peak days from 2003 to 2008; when each of the heroes was working out in the gym for 3 to 4 hours a day!
Going back to the golden era and beyond, till the late-80's, there was no fancy among the leading heroes to have a built-body - the biggest action hero, Amitabh Bachchan and the blokes with solid bodies - Dara Singh, Dharmendra and Vinod Khanna were never known for their 6-pack abs. In fact, when Dharmendra famously went shirtless in 1966 film, Phhol Aur Patthar - his body was a mix of built and fat!
Brings us to the all important question - do heroes really need to have six-packs. The answer is a big 'no' - films essentially tell stories and stories usually have regular people; 90% regular people in India do not have 6-pack abs. Do they?
This brings us to the escapist fare and the utopian dream ideologies - where a majority of film-makers believe that Indian audiences go for escapist fare.
Fine - but if that was really the case, why do 93% films flop?
Answer is, 99% of filmmakers don't know, how to tell a story. Reading almost one-script everyday for friends, I junk 90% of the scripts that I read - saving my friends money.
Point is, what was started off as a tool for the lead to look good onscreen, has taken precedence, at the cost of acting of lead actors.
This holds true not only for male leads but female leads as well. An actress that was very low for about a decade; suddenly found stardom just by showing her toned body in a special appearance in a film. Result - she is not only in the Top-10 lead heroines, but also, charging at par with the top actresses. Now that her latest film has come a cropper, it will impact her surely.
